The Society of Merchant Venturers is preparing an outline planning application for residential development on land south of Stamford Road, Oakham. This follows the proposed allocation of the site for an indicative capacity of 94 homes in the draft Rutland Local Plan (October 2024) (Policy H1.1). 

Our vision is to deliver high-quality, attractive new homes in a mix of types and tenures, linking the site to the wider Oakham community. The site will be set within a landscape of green infrastructure and will feature new pedestrian and cycle routes, linking the new homes to National Cycle Route 63.

About The Society of Merchant Venturers

The Society of Merchant Venturers (SMV) is a private organisation, incorporated under the Royal Charter, that is the endowment trustee of the St. Monica Trust, a registered charity that owns and manages land within the charity’s ownership at Oakham. The income generated from the holding is used to help fund the work of the charity, and any proceeds generated are similarly held for the benefit of the charity.

The SMV is the landowner of Land south of Stamford Road, Oakham which is proposed for allocation under Policy H1.1 of the submitted Rutland Local Plan (February 2025).

The site

The Society of Merchant Venturers’ site is located to the south of Stamford Road, Oakham,bounded by existing housing to the north and west and Burley Park Way bypass to the east.

The site’s location benefits from close proximity to the town centre, employment, and a range of local facilities and open spaces, providing easy access by foot and making it a logical and sustainable location for a residential extension to Oakham.

Vehicular access to the site would be provided directly from Stamford Road, while enhanced pedestrian and cycle routes are proposed, facilitating and encouraging active transport links between the site and the rest of Oakham.

The site sits in Flood Zone 1 (indicating the lowest risk of flooding), outside the Conservation Area and not subject to any statutory designations.

The Masterplan

As part of their long-term stewardship of land and assets, SMV are seeking planning permission for up to 94 new homes on land south of Stamford Road, Oakham. These proposals reflect their commitment to delivering high-quality, well-designed homes that respond to local housing need and make a positive contribution to the community.

The emerging Masterplan has been carefully developed to respond to the site’s landscape features, including its existing boundaries and vegetation. The southern part of the site is proposed as open space, incorporating wildlife ponds and Sustainable Drainage Systems alongside new planting to support biodiversity and manage surface water effectively. A new play area is also proposed to the east of the site, complemented by tree planting and generous natural green space.

The plans include 30% affordable housing, which could comprise shared ownership, social rent, or discounted market homes for local people.The development would include a central spine road, tree-lined streets, and new pedestrian and cycling routes. Access to the site is proposed from a single point off Stamford Road, alongside an additional pedestrian connection. 

When designing the Masterplan, particular care has been taken to ensure the proposals sit comfortably within their surroundings. Existing mature trees will be retained and protected wherever possible, helping to preserve the site’s natural character, soften views of the development, and create new biodiverse habitats for local wildlife.

What is an outline planning application?

An outline planning application seeks permission for the principle of development and sets out key parameters.

Should outline Planning permission be granted, detailed proposals known as a Reserved Matters would be subject to a separate future planning approval to be agreed with Rutland County Council.

The case for new homes

Rutland County Council has been preparing a new Local Plan, which needs to identify land to accommodate at least 2,460 new houses between 2021-2041. SMV has been promoting this site as a potential solution towards meeting this need and the Council has agreed that it should be one of the sites allocated in the Plan.

To support the emerging Local Plan and help meet the identified housing need, SMV is seeking to bring forward a high-quality and sustainable development proposal at this site, based on the proposed site allocation and the Council’s overall aspirations.
